Hybrid participation systems, which combine in-person settings with online tools, have established themselves as an effective method for fostering more inclusive, diverse and accessible public participation. This approach helps to overcome geographical, social and technological barriers whilst facilitating direct involvement in decision-making.
One of the key benefits is the expansion of participatory engagement, as in-person activities encourage direct dialogue and help build trust, whilst online channels allow for flexible participation, adapting to different paces and schedules. Furthermore, digital platforms facilitate the collection and analysis of proposals, and provide ongoing spaces for interaction beyond physical meetings.
A prime example of this model is the participatory process carried out as part of the EVCArrago project, focusing on the sustainable management of the Árrago Valley. Through participatory round-table discussions, forums and forestry conferences held in the various municipalities of the valley, individuals and groups from a range of social and professional backgrounds took part, addressing issues of great importance such as ecotourism, agriculture, sustainable livestock farming and forest management – topics previously identified as priorities by the public via the online platform. The face-to-face process enabled the collection of information on citizens’ concerns, needs and proposals, resulting in a participatory assessment of local priorities and needs.
At the same time, the digital platform was launched “Árrago Participates” to boost public participation and facilitate decision-making throughout the project. The portal established itself as an accessible and inclusive platform where members of the public could submit proposals, take part in votes, discuss ideas and receive regular updates on the project’s progress.
Ultimately, a participatory governance model was designed, tailored to the Árrago Valley and aimed at strengthening cooperation, institutional transparency and the direct involvement of citizens in decision-making regarding land-use and environmental management.
